FDI POLICY in Retail Sector http://delhinewsagency.com/fdi-policy-in-retail-sector/ http://delhinewsagency.com/fdi-policy-in-retail-sector/#comments Thu, 11 Dec 2014 07:33:56 +0000 http://delhinewsagency.com/?p=2305 New Delhi :- One of the significant but less talked about change is allowing 100 percent FDI in completed projects for operation and management of townships, malls shopping complexes and business centres. It is important to note that FDI is permitted in only construction projects (i.e.Greenfield projects) and not in completed buildings. In other words, foreign funds can be brought in only for construction activities and not for purchasing existing buildings (except for certain exceptions provided). The Press Note 10 of 2014 permits FDI in completed projects for operation and management of malls and shopping complexes. This relaxation could, in particular, have a greater positive impact on the retail industry. To understand what impact this change could have on the retail segment, it is important to understand the dynamics of the retail real estate space. Despite the unpredictable off take in the retail space, shops retail  spaces offer one of the highest rental yields. This makes investment in retail space one of the favored options for investors especially the High Net worth Individuals (HNIs). Developers have traditionally been open to selling each retail unit shop in a large shopping complex or a mall independently to investors. A sizeable portion of the stores in large malls in the country especially in the NCR are strata-sold. The DLF City Center in Delhi was sold on ‘strata sale’ model. The ‘strata sale’ model for selling malls is quite popular in other south Asian countries including Singapore. The ‘strata sale’ model has its own problems. The fate of any retail outlet is dependent on the mall or the shopping complex in which it is present. The success of a mall or a shopping complex depends on a number of factors such as the design, location, anchor tenant, tenant mix and mall management. The developer of the mall could lose control over the mall in a ‘strata sale’ model affecting various factors impacting the retailers business. For instance, presence of a luxury brand next to a low-end store or presence of two competitors next to each other could put off customers. If individual owners of stores take decisions about tenants these situations could very well exist.

Several malls that have strata titles have low occupancy. The most important bane of these malls is the absence of proper mall management. And the most significant fall out of this is established domestic and international retailers staying away from the malls all together. The participation of mall management companies streamlines mall operations to a great extent. With 100 percent FDI being permitted in complet ed projects for operation and management of malls shopping complexes, some of these ‘strata title malls’ could have a better future.

Importantly, with 100 percent FDI being permitted in completed projects for malls, some of the foreign funds could buy out the existing small investors or HNIs and get the malls out of strata titles. Interestingly, some of the developers, have in the past as a risk mitigation strategy, sold a portion of the mall to investors and retained majority of the mall space. Some of these developers could very well raise foreign funds to buy out the investors and regain ownership over the malls.

Plans towards changes in Education System http://delhinewsagency.com/plans-towards-changes-in-education-system/ http://delhinewsagency.com/plans-towards-changes-in-education-system/#comments Fri, 05 Dec 2014 12:34:50 +0000 http://delhinewsagency.com/?p=2266 New Delhi :- National Policy on Education 1986, as amended in 1992, has been the guiding document for the policies of the Central Government in the education sector. The Government has been following National Policy on Education 1986, as modified in 1992, which provides for National System of Education implying that up to a given level, all students, irrespective of caste, creed, location or sex, have access to education of a comparable quality. The National System of Education envisages a common educational structure.

The present National Curriculum Framework (NCF-2005) takes care of any new development and concern in the school level education system. Addressing these concerns, the NCF–2005 follows five guiding principles i.e. (i) connecting knowledge to life outside the school, (ii) ensuring that learning is shifted away from rote methods, (iii) enriching the curriculum to provide for overall development of children rather than remain text book centric, (iv) making examinations more flexible and integrated into classroom life and, (v) nurturing an over-riding identity informed by caring concerns within the democratic polity of the country.
Various curriculum materials developed by the NCERT provide children opportunities to bring experiences in the classroom and also provide scope of infusing arts, heritage craft and work across the subjects at all levels. This helps in developing sensitivity towards all culture. Cultural aspects in education are an integral part of school curriculum at all the stages.

Indian Railway – A green way through use of Bio Fuels http://delhinewsagency.com/indian-railway-a-green-way-through-use-of-bio-fuels/ http://delhinewsagency.com/indian-railway-a-green-way-through-use-of-bio-fuels/#comments Wed, 03 Dec 2014 07:19:15 +0000 http://delhinewsagency.com/?p=2166 New Delhi :-Indian Railways (IR) today has the largest passenger operation in the world and carries about 23 million passengers every day.  Recently it has also entered the billion tonne club and is expected to carry more than 1100 million tonne of freight traffic in the current year.  For providing transport services Indian Railways consumes 2.7 billion liters of high speed diesel and 13.9 billion units of electricity. Most of the electricity consumed is also produced using fossil fuels like coal, diesel etc. Higher use of fossil fuels means higher carbon foot prints in transpiration.  It is in this context that IR has envisaged in its vision 2020 to ensure that 10% of its energy needs are met through renewable.  Bio-diesel is a substitute for diesel and can be sourced from various raw materials.  It is green and renewable and can be blended with diesel and used without any modification to the locomotives. Use of B5 blend translates into a requirement of about 0.13 billion litres.   However, volatility of the oil market also impacts the demand/supply of bio-diesel since it is a substitute for diesel.

In this context a bio-fuels 2014 conference which was recently held in Delhi on 5th November, 2014 was relevant for the transport sector.  The theme of the conference was “Energize Growth & Business opportunities in Biodiesel Sector in India”. It provided opportunity for policy makers, researchers, consultants, industry professionals, consumers, manufacturers and sellers from both private and public sector to interact and share their views on a common platform.  The inaugural address was delivered by the Hob’ble Union Minister of Railways, The Hon’ble Union Minister for Shipping Road Transport and National Highways, Rural Development and Panchayati Raj the Hon’ble Minister of State for Railways and Dr. Suresh Prabhu, ex. Power Minister, Government Of India. The meeting was also attended by the Chairman, Railway Board, Member Staff/Member Electrical, Ministry of Railways and other senior officials.  They stressed the importance of alternate fuels especially bio-fuels to reduce oil imports and carbon emissions.

Indian Railways has already conducted trials with 20% blending on diesel engine test bed at RDSO.  Field trials have also been done with B5/B10 and many units like Shakurbasti, Kharagpur, Perambur etc. have manufactured bio-diesel using small plants of upto 2000 literes per day. Railways also tried to plant Jatropha trees along the tracks but were not very successful.

Issues of transportation, blending, storage and dispensing were deliberated during the conference.  The manufacturers gave their prospective on raw material, bio-diesel plants and technology for production.  Singapore based manufacturers JOil provided ideas on how to improve the yield and adopt best practices in production of seeds.  Bio cube from Australia show cased their technology for off grid bio diesel production with zero discharge. The socio-economic impact of bio-diesel was also deliberated upon by looking at linking science, living hoods and polices for sustainable bio fuels.  The conference tried to outline the road ahead for proliferation of bio fuel in the transport and Railway sector.

Railways being the single largest bulk consumer have to set an example in the use of green fuels for sustainable transportation.  These efforts are essential as it is estimated that climate change mitigation and adaptation measures will cost around 5% of the world GDP and the developing countries would be worst affected.

Strong foundation for Prosperous SAARC needed to secure South Asia http://delhinewsagency.com/strong-foundation-for-prosperous-saarc-needed-to-secure-south-asia/ http://delhinewsagency.com/strong-foundation-for-prosperous-saarc-needed-to-secure-south-asia/#comments Sat, 29 Nov 2014 04:33:31 +0000 http://delhinewsagency.com/?p=2113 DNA:-India`s gift of a satellite for the SAARC region will benefit  India  in areas like education, telemedicine, disaster response, resource management, weather forecasting and communication.  Plans to host a conference in India for all South Asian partners   next year,    to strengthen   collective ability to apply space technology in economic development and governance. And launch the satellite by the SAARC Day in 2016.

PM said that as neighbors’, they   should also be together in good and bad times. India`s capability and expertise in disaster management will always be available to South Asia. Equally, as we reach out to Indians caught in conflicts and disasters around the world, we will also be there for all our South Asian citizens.

Excellencies, a prosperous SAARC needs the strong foundation of a secure South Asia. If we are sensitive to each other`s security, and the lives of our people, we will deepen friendships, spur cooperation and advance stability in our region.

Nariender Modi talked about the terror attack in Mumbai in 2008, felt  endless pain of lost lives and he told that the SARRC nations should work together to fulfill the pledge to combat terrorism and trans-national crimes.

Information technology has removed all barriers to quality education. India is prepared to connect South Asian students through online course and E-libraries. Set up India`s National Knowledge Network, to SAARC region. The dream of a South Asian University has become a reality in New Delhi. But, to be truly South Asian, it must also have partnerships with at least one university in each SAARC country.

In the area of health, India will meet the shortfall in funds to establish the SAARC Regional Supra Reference Laboratory for TB and HIV. India will  offer the five-in-one vaccine for the children of South Asia. India will support monitoring and surveillance of polio-free countries, and provide vaccines where it might reappear. And, for those coming to India for medical treatment, India will provide immediate medical visa for the patient and an attendant.
In his statement PM said “Let us turn South Asia of flowering hope into a rich field of peace and prosperity”.
